Criterias issue on aggregated queries

When we create a query with an aggregated function, the HAVING clause is used by default instead of WHERE for the non aggregated fields. In a DBMS system like Teradata, the HAVING keyword will have a huge impact on performance since the conditions will be applied on the last phases.

Would it be possible to default the "Criteria For" option to "For Values" instead of "For groups" for fields that are not aggregated ?
